photoshop elements 7 and actions! Help!?

I am new to Photoshop and recently got photoshop elements 7. I read the manual, but it’s short, and not much help to me. I downloaded an action off of the Adobe Exchange (it was a Holga Simulator, if that’s important, I don’t know) and I have absolutely no idea how to access it. I’ve tried online tutorials, but I still can’t figure it out. I just downloaded it to my desktop, in case that’s important.

Yes ACe, I love the primitive effects of the Holga. I own one, but am without a darkroom, and I hate having other people develop my photos for me. So, yes, even though I have a D60, I want to create beautifully cheap photos.
Also, you didn’t answer my question. I did not ask about how to get a Holga effect, but rather how to access “actions” in Photoshop.

Make sure you choose the right operating systems (xp vs. vista).
